Answer: The floor comes with it, but would definitely get wet if your in the type of area that gets any real amount of rain or snow. I put mine on top of bricks and plywood

Question: Does this need anchored down?
Answer: I would strongly recommend anchoring it. Also, if you are going to be assembling it on a windy day, you will need help.

Answer: No, paint will not properly adhere to most plastic products and can peel and flake.
